The main feature of this facility is that its construction method uses timbers of cedar grown at Chichibu in Saitama Prefecture for the roof trusses. Around ten thousand pieces of cedar were used, each of which had to pass examinations for cracking and warping, and a strength test.

This facility is composed of a main arena, a sub-arena, a multi-purpose practice room, a training room, and a table tennis room, among others. It also functions as a disaster response and community activity center.
